Prof. Dr. Norbert Klusen

Prof. Dr. Norbert Klusen was Chairman of the Board of Directors of Techniker Krankenkasse, Hamburg from 1996 to 2012. He is a member of the Federal Government's Expert Advisory Council for the Healthcare Innovation Fund and Chairman of the Board of Trustees of the Health Foundation.


After studying economics, sociology, psychology and political science at the Rheinisch-Westfälische Technische Hochschule Aachen and the Technical University of Berlin, Norbert Klusen gained extensive management experience in international industrial companies, most recently as a member of the Board of Management and as Personnel Director of Jungheinrich AG, Hamburg.


From 1993 to 1996 he was managing director and from 1996 to 2012 he was chairman of the board of the Techniker Krankenkasse, Hamburg. From 2016 to 2019, Professor Klusen was a member of the expert advisory board. As honorary professor for strategic management in non-profit organisations and within international health policy and health systems, he teaches at the Leibniz University of Hannover as well as working as as visiting professor and as visiting scholar on a regular basis at the University of Michigan, Ann Arbor, USA. He is Honorary Senator of the University of Bayreuth and the West Saxon University of Applied Sciences. Since 2016, Prof. Klusen has been an expert advisor for the innovation fund in the healthcare sector.
